In the current system, a carefully sequenced curriculum from kindergarten to graduation is determined largely by experts outside of the schools. Within that curriculum, teachers and textbooks transmit information to students, who spend most of their time as docile recipients. They study structured textbooks containing drills and exercises that reinforce skills and knowledge they often perceive as having no relevance to the world outside the classroom. Emphasis is on the memorization of facts rather than on problem solving and creative thinking.

English is the ecumenical language of the World Council of Churches and the official language of the Olympics. English is the language of international youth culture. The world's most taught language, English is not replacing other languages; it is supplementing them. S. students unable to read, write, think, communicate, and collaborate in English will be disadvantaged. Students simply disciplined for silent "sit and git" will be ill-prepared citizens in a country unwilling and eventually unable to tolerate large numbers of functional illiterates.

It stresses that language should be kept whole and uncontrived and that children should use language in ways that relate to their own lives and cultures. In the whole language classroom, the final productthe "answer"isn't as important as the process of learning to define and solve problems. Writing as a process is also a philosophy. In that sense the word writing embraces teaching writing as a complex of processes. Although many, as Gursky points out, rally under the label whole language, writing as a process enables an integrated learning of language.
